O fundo do poço dos tucanos

Nas duas últimas semanas, os governos do PSDB foram duramente criticados, em editoriais, pelos mais importantes jornais do Estado: Folha de S. Paulo, por duas vezes, e O Estado de S. Paulo, uma vez, em razão da dramática situação vivida pelo povo de São Paulo com a falta de abastecimento d’água.
A cobertura da imprensa tem revelado informações espantosas sobre o descaso dos governos tucanos com os recursos hídricos do Estado; com o Sistema Cantareira e com a distribuição de água na região, a cargo da SABESP, empresa responsável pelo atendimento das 8,8 milhões de pessoas que podem ficar sem água.
O desperdício do Sistema Cantareira, com dutos deteriorados, entre outros fatores, chega a 40%. Estudos encomendados pelo governo apontam a necessidade de construir represas equivalentes a outro Sistema Cantareira até 2035, com investimentos estimados em cerca de R$ 10 bilhões. Os governos tucanos foram indiferentes aos estudos e aos alertas produzidos por instituições universitárias e empresariais ao longo das duas últimas décadas. Praticamente nenhuma ampliação significativa ocorreu no sistema de abastecimento.
Hoje a falta d’água ameaça não apenas o cidadão, com os transtornos causados nas residências, mas também o setor produtivo. Empresários de São Paulo começam a manifestar apreensão com a evolução da crise no abastecimento. E eles estão cobertos de razão, já que as regiões metropolitana de São Paulo e Alto Tietê respondem por 25% do PIB nacional.
Mesmo com o Sistema Cantareira registrando o perigoso índice de 15%, o governador Geraldo Alckmin resiste em implementar uma política oficial de racionamento. Ele tenta poupar sua imagem do desgaste porque é candidato à reeleição, mas não poupa o povo de São Paulo do risco de um colapso. Na prática, o corte diário ou semanal de água já ocorre. Falta ser oficialmente anunciado. A falta de abastecimento tem afetado a Grande São Paulo e municípios a oeste da capital, como Barueri, Cotia, Embu das Artes, Santana de Parnaíba e Itapevi da Serra.
A “reserva” do Cantareira tem condição de abastecer São Paulo por apenas mais quatro meses. O governo Alckmin, em desespero, apela para a utilização do chamado “volume morto” – água barrenta, armazenada nas profundezas da represa – e para isso utilizará 17 bombas a fim de garantir o abastecimento até o mês de novembro, logo após a realização das eleições. A instalação das bombas custará R$ 80 milhões para captar água, literalmente, do fundo do poço.
A opção pelo Sistema Cantareira ocorreu em 1960, quando já se sabia que a alternativa ideal seria investir em reservatórios no Vale do Ribeira. Os especialistas apontam, entre outras falhas, a demora do governo em fazer novos investimentos. A falta de saneamento dos rios Pinheiros e Tietê, apesar de a Sabesp ter divulgado que fez investimentos de US$ 3,9 bilhões em obras do Projeto Tietê, seria outra alternativa para minimizar a dependência do Sistema Cantareira. Há duas décadas no comando de São Paulo, os tucanos não fizeram nem uma coisa, nem outra.
O pedido de socorro que o governador fez à presidenta Dilma Rousseff para que São Paulo seja beneficiado com o excedente da bacia do Rio Paraíba do Sul, responsável pelo abastecimento de 15 milhões de pessoas em 184 municípios cariocas, também foi outra decisão equivocada. O que já provocou reações do governo Sérgio Cabral e de parlamentares daquele Estado, que pedem uma análise técnica apurada da Agência Nacional de Águas (ANA) antes que qualquer decisão seja tomada.
Se já não bastasse o desmonte da educação, a impotência em relação ao crime organizado, a ineficiência do transporte de massa, a inoperância na área de saúde, os tucanos, com duas décadas à frente do governo paulista, colapsaram o abastecimento de água. O ciclo do PSDB no Estado de São Paulo chegou de fato ao fundo do poço.
