Em defesa da Petrobras

Os ataques à Petrobras estão sendo articulados fora do Brasil e contam com gente daqui para transformar a compra da refinaria de Pasadena num elemento de desgaste político da presidenta Dilma visando a disputa eleitoral deste ano. A parte da imprensa que serve à oposição se encarregou de transformar a compra da empresa num escândalo com um massacre midiático inimaginável, a partir de manipulação grosseira de dados e informações.
Todos os documentos que envolvem a negociação das ações da refinaria de Pasadena são públicos, disponíveis em bolsas de valores internacionais, passíveis de auditorias por instituições que controlam negociações no mercado. Em dezembro de 2013, numa audiência no Senado Federal, o ex-presidente da Petrobras, José Sérgio Gabrielli, prestou esclarecimentos aos senadores sobre a compra da refinaria. A negociação foi um bom negócio para a Petrobras. A aquisição de companhias como a Pasadena fez parte do planejamento estratégico da Petrobras definido no governo do ex-presidente FHC, em 1999. Pasadena foi incluída no Plano Estratégico 2007/2010, quando o Conselho de Administração da Petrobras aprovou a construção de quatro refinarias. Na ocasião, faziam parte do Conselho os senhores Fábio Barbosa, presidente da Abril S/A e ex-presidente da Federação dos Bancos (FEBRABAN); Jorge Gerdau, presidente do Grupo Gerdau; e Claudio Haddad, presidente-acionista da Ambev.
A decisão do Conselho se baseou em pesquisa que constatou permanente estagnação do mercado brasileiro de gasolina e diesel desde 1996 até 2007. A última refinaria construída no Brasil era de 1980, a de São José dos Campos. Naquele momento o potencial de crescimento da produção de petróleo do Brasil se expandia com a descoberta de novas reservas.
As informações desmentem a versão de que a empresa Astra Oil tenha comprado Pasadena por US$ 42,5 milhões e vendido para a Petrobras por US$ 1,18 bilhão. A Astra, quando comprou, pagou US$ 326,5 milhões. A Petrobras, por sua vez, pagou US$ 486 milhões, com o estoque assim divididos: US$ 190 milhões, referente à primeira parcela e US$ 296 milhões na segunda. Quem determinou o valor da segunda parcela foi a justiça dos EUA, quando a Petrobras decidiu desfazer a sociedade com a Astra. Portanto, o valor real do negócio foi 40% do valor (US$ 1,18 bilhão) alardeado pela oposição. Uma das provas evidentes do bom negócio diz respeito ao custo da refinaria de US$ 4.860 por barril de capacidade de processamento/dia, quando a média, à época, era bem acima: US$ 9,734 por barril. A crise de 2008 derrubou a economia americana, o consumo de derivados, e os projetos de investimento no refino foram revistos. Mesmo assim, Pasadena continuou lucrativa.
Diferentemente da oposição, que durante oito anos do governo Fernando Henrique não permitiu a abertura de CPIs para investigar os escândalos ocorridos, assim como não permite CPI para investigar os escândalos dos governos tucanos em São Paulo, não adotamos a mesma conduta. Queremos a CPI Mista, mas para investigar não só a infundada denúncia sobre a Petrobras como o propinoduto do Metrô de São Paulo, as denúncias sobre o Porto de Suape e a refinaria Abreu e Lima, em Pernambuco.
Nesse momento, faz sentido refletir sobre o que aconteceu com o Iraque, com a Líbia, com o Afeganistão, o que tentaram fazer com o Irã, e o que está acontecendo com a Venezuela. Todos países produtores de petróleo. Isto porque o petróleo não é apenas combustível, mas a matéria-prima que move a maior cadeia produtiva do planeta. Basta olhar ao redor e ver os produtos que têm, na sua composição, a participação do petróleo.
Os motivos dos ataques à Petrobras contam com a ajuda da oposição, que no passado tentou privatizar a empresa, nos idos dos anos 1990, no governo FHC. Tentaram mudar o nome para Petrobrax, para facilitar o fatiamento e a venda da empresa em bolsas no exterior. Não conseguiram porque a eleição do ex-presidente Lula, e depois, da presidenta Dilma, frustraram essa ofensiva. Os governos do PT defenderam e defendem a Petrobras por ser um dos maiores patrimônios do Brasil. Ela é a única empresa no mundo que detém a tecnologia de perfuração da camada Pré-Sal. Com esse domínio, acessamos nosso tesouro maior. Em 2002, a Petrobras valia R$ 15 bilhões. Hoje, mesmo depois da crise, vale R$ 184 bilhões.
A descoberta da maior reserva de petróleo do planeta, abaixo da camada Pré-Sal, despertou interesses de mega-petroleiras internacionais, mega-bancos, e dos maiores fundos de pensão dos EUA, abarrotados de dólares, que buscam negócios mundo a fora. Esses ataques têm gerado desconfiança de que gente daqui, de grandes corretoras contratadas por essas multinacionais, trabalham na perspectiva da oposição visando as eleições e negócios futuros.
São grupos que não aceitam o controle da produção do petróleo do Pré-Sal pela Petrobras, garantido na Lei aprovada no Congresso Nacional pelo governo Dilma. O jogo é pesado. É a força dos negócios.
O Brasil é um país rico de recursos naturais abundantes, de um povo extraordinário, mas com uma parte da elite desenraizada, serviçal, descolada do país, de mentalidade ainda colonial, que coloca seus negócios acima dos interesses da nação, da coletividade. Uma elite que sequer admite a conquista da cidadania pelo povo, a consolidação de direitos garantidos pela Constituição, a distribuição da renda, e o destino de ser o Brasil uma nação próspera e democrática.
